What regulations are there in BC for having a horn in the vehicle? Does this have one and if not does that matter?

Also in BC: A cyclist's bicycle must be equipped with a working bell ~ so for instance if you see a big diesel locomotive baring down on you and clearly not seeing you ~ you can just go "ching-ching" and ward off any impending danger, theoretically. As a cycle courier we generally attracted the attention of the law by our mere presence, I think it could have been our lycra cycling shorts. Typically they would fine one for not having the bell when they were bored and fancied a little sport. We were game. We all purchased a mickey mouse bicycle bell and mounted it on the bicycle, by the sprocket bracket just above the rear axle. When they started propounding from the Motor Vehicle Highway Code we would just point. One time I got nicked because, although I had an air horn, I didn't have a bell.
