Hello,
Washer fluid barely making it half way up the windshield. Is the pump going kaput, or might there be a block in the lines?

I pretty much guarantee he is driving an L400 if he is having washer pressure issues (edit... just confirmed). Very common for L400's. The lines and nozzles commonly seem to be gummed up when they come off the boat. You will need to access the lines from under the hood - they are behind the plastic vent ducts on the underside of the hood. Before you go to the extents of taking the ducting apart, ensure there are no kinks in the hose around the expansion bottle area as the hose clips tend to pinch the hose sometimes or bends are made too tight.
Accessing the hoses behind the plastic ducting is a bit of a task for the faint of heart (not too bad though) but it is the only way to clear restricted lines and be able to remove the nozzles for cleaning. A fine piece of copper wire gently inserted thru the nozzles will help (there is a 90 degree bend) but unless you can remove the crud from the upstream end of the nozzle a blockage will re-occur.
