Hi guys!
I recently bought a 96 Space Gear and although it passed the inspection, it has RHD lights. So now I need headlights and am confused about the legalities of the inspector passing my vehicle when it's not actually compliant.
It appears to be nearly impossible to find LHD lights for the 96 L400. 97 and up, no problem.
Does anyone know where I can pick up a pair, or if there's an international seller that has sold them before? I've been all over eBay Italy, Germany, Netherlands... everything is for 97 and up.
Also, has anyone tried installing the 97s on a 96 model? If there's a gap, I could probably have a friend whip up something to fill it.
And finally, my deli was inspected at a local Canadian Tire. It passed on everything, including the lights. Does the inspector or previous owner have any legal obligation to reimburse me at all? Should I report them? This feels like a big batch of BS to me.

I think yours would be a Series 1 if it is a 96. I thought all the series 1 headlights were the same. I have a 97 series 1 and I had no problem finding headlight lenses for it. The series 2 lights are different. I saw a post where someone had installed Series 2 lights in a Series 1. It worked but it looked bad as they didnt fit in the space properly.
Try a couple of the local dealers in Vancouver, they should be able to help you. The lights or lenses aren't cheap though.
Re the previous owner having any legal obligation to reimburse you - I would suspect the answer is no. Buyer beware.
As far as Canadian Tire. From what I've heard about their reputation when doing inspections (on this site and others), it doesn't surprise me they missed the lights. I haven't dealt with them for inspections. It just seems to be the overwhelming opinion from people on this site to avoid them for inspections.
I would just go and find the proper lights and lenses, install them and consider yourself passed....or you could take it back to Canadian tire, point out the fault in the lights, have them retract the inspection approval, then get the proper lights and go pay for a re-inspection.
I know which way I would go.

Partsbase lists two kinds of LHD headlamps- 1994-1997 (Series 1, presumably) and 1997-2002 (S2).

Complete headlamp assembly part numbers appear to be MR162655 (left) and MR162656 (right).
If you think you can re-use your existing bulbs, holders, wiring, and screws then the headlamp shell/lens alone would be MR192411(left) and MR192410 (right).
Just remember that these part numbers are from the internet, from a guy you don't know who lives on the opposite side of the planet- use them as a starting point, but double check that they are actually LHD parts before paying anyone.

Thanks you guys - Rising Sun contacted me and has the lights in stock, so I'll be able to get them within the next few days, which is nice.
Still pretty peeved about the whole thing. I understand 'buyer beware', but I have the inspection papers. It passed on everything, and was one of the reasons I bought it. Hoping there's nothing else that should have been fixed because the previous owner was confused as well and I'm not sure what I'll accomplish by calling Canadian Tire and letting them know they goofed.
Taking it into a shop on Monday to fix what I assume is a bushing or control arm (front driver's wheel knock on braking) and to take a closer look at everything, so fingers crossed!
All in all, in love with it and can't wait to put this and any other mechanical fixes behind me so I can start enjoying it!

Get them to check the brake calliper sliding pins while they're in there- they're notorious for sticking on L400s and need to be regularly (every 50k) greased with silicone grease. They're also super easy to replace if needed.

I recently bought a first generation L400 97 Delica from a dealer and it has DOT on inside of headlight. There is no E code on this headlight. Is this a illegal headlight for BC? I was informed by someone that it is not legal? That Delica never had dot headlights from Japan. Have I been scammed by the dealer?

I believe Canadian CMVSS standards accept DOT/FMVSS *and* European (E-code) headlamps, but for a definitive answer the man to ask would be Daniel Stern (http://www.danielsternlighting.com/).
Delicas didn't have DOT headlamps from Japan because they were not sold in the USA, but since yours has been converted to LHD headlamps you could have anything in there. It's entirely possible someone makes aftermarket LHD headlamps that have DOT certification.
