What are these brown straps supposed to do?

The Delica came with accessories (see: http://www.delica.ca/forum/viewtopic.php?f=17&t=310 ). I'm thinking that either those straps had something to do with the TV set option or perhaps they were put in there by a previous owner for a mod of his/her own?
