Look up under the front of the van , in behind the bumper and up in the area where you can see the rad , your windshield squirters should be off a (T) if you have access to a air compressor or even some computer compressed air cans, take off one end of the hose at each end ( wiper+ T) put some air through both lengths of hose that should clear it for you, sounds like one is just blocked, maybe you need to get a length of new hose, its dirt cheap. also make sure your ground is dry and turn on your wiper sprayers and see if you get a puddle under your van , maybe that one side just came off the t and is squirting onto the ground.
Hope that helps
Noel
