I just tried removing that trim on my L400 as a part of repairing the sliding door rollers and the door latch. I too broke a few tabs. Mine was cracked too, but I do not think that had anything to do with it. It is very unlikely that fluid got into the controller.
The control of that servo happens all the time, not just when you need heat so it could be the problem. Mine did not blow right away either. It took a few months.

I didn't have any issues with the blower so I am not sure. Not even sure exactly where it is. I could hear it blowing in the front though. I wasn't paying attention to it. Someone else will know. Yes it is. Mine is also an Exceed. I am pretty certain it is not a heater. A heater needs to run from one thick wire to another. This does not. It is an antenna.
Does your car have another antenna? Perhaps this one is for an alarm or something.

My 95 L400 seems to have an antenna built into one of the rear passenger windows.
