Another Glow system mystery
spent $100 to get glow circuit brain box rebuilt, but still had similar problems as yours so unplugged the ECU, i ran a wire from an ignition switched on source, fused it and then to the solenoid relay for the glow plugs with a 2 terminal push button start type switch. have to hold for about 2 minut...

L300 wont run, what to do next?
I would go over all the timing basics again after you confirm fuel to injection pump and its shutoff solenoid or relay ok not stuck. Check camshaft timing, inj.pump gear timing mark. make sure everything is turning, sheared cam gear 1 possibility of many. Hopefully something simple not too serious.

If coolant pushing out the rad fill hole with cap off continualy and cold at an idle, its definetely head gasket or crack letting combustion pressure to pass to cooling system, Cold engine at idle and cap hole plugged you shouldnt have pressure pushing into overflow tank yet, when warm, system will ...

No power when warm
Had similar problem, had disturbed injectors as no.4 had a leak at seal in head so pulled them all to change seals (do when engine warm) They were tight to get out especially no.4 so suspect the injector body might have distorted and damaged, 4 new ones (not cheap) cured low power under load.

Do you have shroud around the fan?, pretty sure you must after all the work done. check injection pump timing also if you have an automatic trans, there could be a problem causing high friction thus causing excessive heat transfer to the cooling system.

Re: Ground Starter Location
the large wire from solenoid to starter motor case is ground, other large wire on solenoid (top of starter) is positive, which is connected to battery positive post. energizer wire at solenoid (small one from ignition) closes that circuit.
